Are there any lightning-powered Venture Capital companies out there that someone can pitch an idea to?

With Microstrategy's most recent bitcoin conference, there are some ideas that I would like to bring to life that were not previously feasible given that many payment platforms require a thresh-hold of around 100 usd to make payouts to contractors on their platforms (youtube, twitch, language learning sites, etc.).

The idea that I have goes a bit deeper than that, and offers real payouts. The only problem is I cannot code or design websites, so I need to be able to pitch the idea on paper and run operations.

Who could I pitch an idea to if I had made a good project proposal?
