Bitcoin for wiring money abroad?

My Indian girlfriend lives in England at the moment for university. She receives money from her parents for tuition fees. She says she loses around 20% in fees, which for her £20k/ year fees adds up to a lot!

Is there a way her parents can send her bitcoin?

Basically it boils down to, can they buy bitcoin in fairly sizeable amounts in India without government restrictions?
