Bitcoin vs Dollar

When it is said the Bitcoin isn’t volatile but the US dollar is, and that Bitcoin is appreciating predictably and is stable , and the dollar is causing the price moves, what do they mean? I’m trying to understand this conceptually and feel I should understand this but don’t get it.
