BTC as a gift?

Is there a good way to give someone bitcoin as a gift - as in for a person who currently doesn't have a wallet? I'm thinking of giving bitcoin for graduation gifts but am not sure of how to do it. I don't want it to be complicated since the recipients don't currently have bitcoin. I also don't want to do something like cash app or PayPal.
