Can governments just ruin bitcoin?

For example, what if governments just print a lot of money, and dump all that printed money into bitcoin, like El Salvador for example, and then El Salvador just sells the Bitcoin for USD, which USD is more valuable than El Salvador's Fiat currency.

Rinse and repeat over and over again, and the price of bitcoin just plummets.

Is this what is happening? And is this possible?
