How do country hodlings work?

Does anyone have a reference on how nations might hodl bitcoin? At the core, they’ll have wallets (duh), but at the end of the day, someone needs to have access to the keys. Countries have elections and politicians leave office. How might the keys be distributed so that one person doesn’t have ultimate power of those hodlings. Multiple wallets will spread the risk, but won’t solve the underlying problem. I’m also imagining that criminals could learn who had keys and “pressure” key holders to give them up. Interested if anyone’s given serious thought to the problem and documented possible implementation
