33 USD Transaction fee in "BitcoinRD Wallet"

"Bitcoin RD" is the only company with physical ATM's in my country so I decided to create a wallet with them and buy 45 USD worth of BTC... They charged me 10 USD per deposit and now they are asking me for 35 USD per transaction...

Do you know of any other established BTC Wallet companies that indulge in this type of extortive behavior?
