Is this a scam??

I am brand new to cryptocurrency and BTC sooner with me here.. I received this email today and I ran the sender, (US TRADING COMMISSION PROTECTING AMERICA'S CONSUMERS), through google search no response came up that concerned me. But they want me to send 65$ before I receive the BTC. Is this normal. I have also “won” BTC and needed to pay first then too…is this a thing I need to do or a scam?
