My two cents about layer 1 and layer 2+

Although it's common sense that Layer 1 of Blockchains should have the features of smart contracts to follow the trend set by the huge success of Smart contracts, I don't think the common sense is correct.

I believe that the layer 1 shall not be Turing complete and it shall focus on normal transactions only.

The layer 2+ shall have various features such as smart contracts. Then layer 1 record the necessary corresponding information. It's like entering a dungeon in a game.
