This is hard to understand

What will happen if the new norm is 0.01 btc in transaction fees? How would that affect people who own less than 1 btc (whom are the vast majority)? won't that just cut their wealth substantially just to move their savings around? Wouldn't that just allow only the whales and people with lots of BTC to sell easily without losing much while everyone else is stuck? I don't get it at all. I'd appreciate your insight.
