Using Lightning Question

Hi! I have BTC in cold storage and want to pay a friend a small amount. Wanting to use the LN for this... but make sure all hubs and channels are totally decentralized.

How would I go about this? Would I send some of my BTC to a LN wallet I create and then send to my friends LN wallet?

Any wallet recommendations?
