Voya financial rollovers

Frustrating, I work for UPS. I used to be a part time supervisor which used Voya as their 401k institution, with no match. I switched over to being a driver 6 years ago which uses Empower. I am a Bitcoin believer and love Swan IRA and drop into it. I would like to rollover my voya account. But it’s completely locked up. I understand the rules of employment but I’m treated like I quit but still can’t access this acct. In the last 2 years I have lost $900 and it’s averaging a -3% percent loss this year. We shouldn’t live in a world where are money isn’t our money.
