Wallet Software

My partner paid 3000€ to one guy who's supposed to create a software that finds keys to "lost" crypto wallets (his main focus is Bitcoin) and claims it's not a scam because he visits that guy frequently to check on the progress, the guy told him it will take a couple of weeks. I don't know that much about cryptocurrency but it sounds too good to be true, can someone please give me an insight on this? I'm afraid my partner spent money for nothing.
