Where is bitcoin stored?

Hi all,

I want to understand more about bitcoin.

I read somewhere that a man from the UK accidentally threw away his hard drive containing 8,000 bitcoins. Since bitcoin is not physical currency, why couldn't he just transfer his bitcoins to other wallets, like banks transferring money to one another?

Why can't he just recall the bitcoin from the ledger?
