Will the growing concerns about the US national debt be bullish for bitcoin?

For the past few days important figures like Elon musk and others have been talking about how the US nation debt is basically past the tipping point. Given the digital scarcity of bitcoin, how likely is it that the US will start holding a strategic reserve of Bitcoin in the coming years like they do with gold? Also who has the authority to make that decision? is it the US president, the federal reserve, the congress or someone else?
